Pour prouver l’impossibilité des occupants nazis de venir à bout de la Résistance par la terreur, Lise RICOL avec ses collègues de la direction de l’Union des femmes de l’Ile-de-France et l’accord du PC, décide d’organiser une manifestation de masse dans un quartier populaire. Le choix se porte sur le grand magasin « Félix Potin »,(actuellement Monoprix) dans le quartier Denfert-Rochereau, à l’angle de l’Avenue d’Orléans et de la rue Daguerre.
La date et l’heure sont fixées : le 1er août 1942, à 16 h .Les phases et le minutage du déroulement de la manifestation sont établis par Lise RICOL et Roger LINET, le commissaire politique interrégional des FTP, le plan général ayant été établi par le Colonel ROL-TANGUY, alors commissaire militaire interrégional des FTP d’Ile-de-France. La prise de parole de Lise RICOL à 16 H. doit être suivie rapidement des actions des participantes (distribution de tracts, interpellation des clientes…) et de la dislocation avant que les forces de police ne puissent réagir et intervenir.
La veille, le 31 juillet, des centaines de chars ont patrouillé dans les grandes artères de Paris pour intimider la population et rendre plus effrayantes les affiches rouges, signées du commandant du Gross-Paris, le général VON SCHAUNBURG, mentionnant notamment :
« J’annonce (pour les terroristes) les peines suivantes :
« Tous les proches parents masculins en ligne ascendante ou descendante ainsi que les « beaux-frères et cousins à partir de 18 ans seront fusillés »…
